This interesting newly introduced species has shiny leaves with a bumpy (bullate) texture.  This accounts for the peculiar quality of the photo.  Another photo of the species which nicely illustrates its formal and attractive nature, can be seen here.

This cultivar has also been distributed as Petrocosmea rosettifolia, but this identification is now in doubt.  Photos of the alleged P. rosettifolia in flower can be seen here and here.
